What is Broadband?

Broadband is a telecommunication channel which is capable of transferring large volumes of data.
The Authority under Class Value Added Services Licensing and Registration Regulation 2007 issued the following types of licenses:

● Class License for Voice Value Added Services
● Class License for Data Value Added Services
● Registration Certificate for registered services

The main function of this regulation is to authorize the PTA for issuance and renewal of the license and also issuance of registration certificate in order to regulate their services for above-mentioned Value-Added Services with the certain rights and conditions of the license mentioned under section 16, 17 and 18 of the regulation ibid.

How to obtain License for Class Value Added Services?

An application for grant of license or registration of services to provide the Class Value-Added Services shall be made in the prescribed form to the Director General Licensing of the Pakistan Telecommunication Authority. Ensure your company’s Memorandum of Association clearly states that it will provide telecom services. And also pay the applicable fee as required by the PTA.

Documents required for Class Value Added Services (CVAS) license

To obtain a Class Value Added Services (CVAS) license from the Pakistan Telecommunication Authority (PTA), you’ll need to submit the following documents;

1. Category Form: Select the license category (Data or Voice) and provide details.
2. Applicant’s Profile: Include company information, such as name, address, and contact details.
3. Evaluation Fee: Pay the non-refundable evaluation fee, currently PKR 3,000.
4. Certificate of Incorporation: Provide the company’s certificate of incorporation, including Memorandum and Articles of Association, and Form 29 certified by the Securities and Exchange Commission of Pakistan (SECP).
5. Business Plan: Outline your business strategy, services offered, pricing, and financial projections.
6. Technical Network Plan: Detail your network infrastructure, including backhaul, equipment, and last-mile connectivity.
7. Service Level Agreements (SLAs): Outline SLAs with access providers and customers.
8. Proof of Payment: Submit proof of payment for the evaluation fee.
9. National Identity Card: Provide attested copies of the Computerized National Identity Card for key personnel.
10. Additional Requirements: Ensure your company’s Memorandum of Association clearly states that it will provide telecom services.
