Although requirements depend upon the type of a company as well as nature of the business, but here are general steps to register a call center in Pakistan;
First step is to register your business with the SECP or FBR. The main difference between these two are that if you are intending to incorporate a limited liablity company then you need to register a limited liability company with the SECP or otherwise you also have an option to register your business with the FBR as a Sole Proprietorship. If there are more than one owners then you can also register the business as an Association of Persons / Partnership Firm.
If you decided to form a limited liability company then you would need to reserve a name of your business and then preparation of the Memorandum of Association (MOA) and Articles of Association (AOA) for your company. But if you are not inclined for registering with the SECP being a sole owner then you can register a business as a Sole Proprietor with the Federal Board of Revenue. All you need to sign up at the IRIS and apply for registration.
Once all the documents are prepared then it comes to the filing process. After complying with the requirements as per the business type, you would need to file an application online/manual. After depositing a registration fee and the government will initiate a process of registration, and thereafter a business registration certificate will be issued.
Once you get the business registration certificate, you would need to open a business bank account. This would take approximately 3 to 4 working days. After opening a bank account you would have to deposit the capital amount in the business bank account and obtain an account maintenance certificate.
Once company gets registered and obtained an account maintenance certificate, you will need to apply for license from the Pakistan Software Export Board. In Pakistan, it is mandatory for the call centers (whether inbound or outbound) to register themselves with the PSEB. Without registration with the PSEB, business operations would be considered illegal.
For call centers in Pakistan, it is necessary to whitelist the IPs provided by Internet Service Providers with the Pakistan Telecommunication Authority. This would take around 7 days for IP Whitelisting as involves verification by the PTA from the ISP. Before obtaining IPs from the ISP make sure that the IPs are fresh and not blocked by the Pakistan Telecom Authority.
